Global Rules

The new guidelines impose additional and specific criteria for access to this technology at a time when more countries are planning to deploy nuclear power reactors and supporting infrastructure, and developing countries are objecting that advanced nuclear states are not assisting, and in some cases are impeding, their efforts.
For over thirty years, the NSG has urged holders of sensitive nuclear fuel technology to “exercise restraint” in decisions about exports. The guidelines for ENR are found in two paragraphs—6 and 7—of the NSG’s trade rules which were first published by the IAEA in 1978.
But until now this most important nuclear trade rule maker has imposed few specific extra conditions on sensitive nuclear commerce. In 2003, however, it was confirmed that an international smuggling ring had proliferated uranium enrichment technology to Iran, Libya, North Korea, and perhaps elsewhere. At the urging of President George W. Bush, the NSG then began a project to tighten its ENR guidelines.
Bush first urged the NSG to ban the spread of ENR altogether to countries that do not yet have these capabilities. Virtually all other countries in the group objected to this. In 2008, the United States fell into line with the rest. The group then drafted a so-called “clean text” for new guidelines—“clean” because it had no bracketed language in it—that became the basis for further negotiations about the criteria for sensitive trade.
During the last two years, many changes were made in the proposed guidelines to accommodate weighty objections made by some states to the “clean text.” Some governments were concerned that proposed new terms of trade would prevent them from being able to develop fuel cycle capabilities at a later time. Others raised broader equity issues. When the NSG began an annual week-long meeting held in the Netherlands last month, only one state, South Africa, had not yet given its consent. During the meeting, South Africa agreed, assuring that the new guidelines would be adopted by consensus by all participating governments.
Compared to the NSG’s original guidelines, the new ones establish a raft of specific conditions that a recipient must meet to obtain ENR items. These include being a party to and in full compliance with the Nuclear Non-Proliferation Treaty (NPT); not being cited by the IAEA board of governors or secretariat for safeguards deficits; having and complying with a comprehensive safeguards agreement with the IAEA; reporting on national export controls as called for under United Nations Security Council Resolution 1540; committing and adhering to international nuclear safety norms; and having a bilateral agreement with the ENR supplier state covering retransfer and assuring safeguards in perpetuity.
How countries outside the NSG will respond to this package of specific restrictions is not yet clear. In recent years, developing countries, many of which are members of the Non-Aligned Movement (NAM), have increasingly objected that the NSG contradicts NPT Article IV, which commits the parties to cooperate with each other in the “fullest possible exchange” of nuclear goods and information. Iran for nearly a decade has claimed that it developed ENR capabilities because the NSG systematically denied technology and nuclear fuel transfer to Iran. Iran’s claim resonates with NAM countries at the IAEA. It can be assumed that Iran will charge that the new ENR guidelines prove that the NSG is a cartel. In the view of some NSG negotiators, it is also conceivable that Iran might react by demonstrating its commitment to NPT Article IV by sharing its uranium enrichment technology with another NAM state, perhaps Egypt.
During the negotiation of the guidelines, concerns related to NPT Article IV were also raised by certain NSG participating governments themselves. In particular, several states, most recently Turkey, had objected to specific “subjective” criteria in the 2008 “clean text.” The criteria of concern had called on suppliers to “exercise vigilance” and to “consider other factors” in export decisions such as “general conditions of stability and security,” and to make a judgment whether a recipient state’s nuclear program provided a “credible and coherent rationale for pursuing enrichment and reprocessing capability.” Turkey—a country on the cusp of the Middle East with an ambitious nuclear power development plan—finally lifted its objections earlier this year when the draft text was changed to eliminate the offending criteria.
These changes will have no effect in substance, because while the specific “subjective” criteria are gone, exporters are instead provided great overall leeway in judging the legitimacy of a recipient state’s quest for ENR. The final text of the guidelines urges suppliers to take “into account, at their national discretion, any relevant factors as may be applicable.” On top of that, the final text also refers back to language in the existing NSG guidelines’ Paragraph 4 which states that “suppliers reserve the right to apply additional conditions of supply as a matter of national policy.”
Additional Protocol
The 2008 “clean text” required that ENR recipient states have an Additional Protocol with the IAEA, or instead—to satisfy Brazil and Argentina, which have not agreed to sign such a protocol—implement a “regional arrangement approved by the IAEA which operates to achieve the same objective by providing confidence in the peaceful nature of civilian nuclear programs.” There are only two such “regional arrangements” in the world today—Euratom, representing members of the European Union, and a bilateral safeguards agency for Argentina and Brazil called Abacc.
Some NSG participating governments—and officials at the IAEA—objected to the implication in the “clean text” that the Additional Protocol and Abacc were somehow equivalent. They argued, correctly, that the Additional Protocol was a tool needed by the IAEA to confidently assess that a country had no undeclared nuclear activities, and that if the NSG gave Argentina and Brazil a blanket exemption from the Additional Protocol requirement, it would make it more difficult for the IAEA to obtain universal adherence to it. South Africa specifically objected to making the Additional Protocol a requirement for access to ENR because the protocol is a voluntary safeguards commitment by individual states.
The language in the ENR guidelines approved by NSG participating governments last month reflects their efforts to address these objections.
In the new guidelines, the Additional Protocol was deleted from the “clean text” list of proposed specific criteria for ENR that recipient states must meet. Instead, the issue is treated in a separate paragraph calling on suppliers to “make special efforts in support of effective implementation of IAEA safeguards,” a topic also referenced in Paragraph 13 of the existing NSG guidelines. Abacc is viewed as “support[ing]… effective implementation of IAEA safeguards” for ENR-related installations because Abacc goes beyond routine practice of IAEA safeguards in providing for permanent bilateral resident inspectors.
The final text also fudged the controversial exception to the Additional Protocol in the 2008 “clean text” given to Argentina and Brazil. If a recipient does not have a comprehensive safeguards agreement and an Additional Protocol in force, “pending this” transfers may be authorized to countries implementing “appropriate” IAEA safeguards “including a regional accounting and control arrangement” such as Abacc.
Currently, Argentina has no real problems in signing an Additional Protocol, but has not done so in consideration of its bilateral relationship with Brazil. But Brazil will not sign a protocol for reasons having to do with its defense posture and officials in Brazil’s Ministry of Defense are currently opposed to it.
Must Brazil have an Additional Protocol in force to obtain ENR? Brazil will interpret the guideline language to mean no, and officials from many other supplier states agree that Brazil will not need an Additional Protocol to get ENR. A supplier could in principle agree to provide ENR to Argentina or Brazil without an Additional Protocol and require it to be in force before the ENR is transferred. In reality, however, it is unlikely that any current ENR technology holder will provide ENR to either Argentina or Brazil for an indefinite period.
Brazil made no formal commitment to have an Additional Protocol in agreeing to the final text of the new guidelines. But at the NSG meeting last month, when Brazil agreed to the final text of the guidelines, it also agreed to go forward with discussions toward the goal of eventually establishing the Additional Protocol as a condition of supply for exports of all nuclear items to non-nuclear weapons states.
Brazil’s rejection of the Additional Protocol is spearheaded by officials in its Ministry of Defense. That policy could in the future change and the language of the ENR guidelines was created to give Brazil and Argentina space to sign and implement an Additional Protocol at a later date.
The NSG’s participating governments know that the language concerning the Additional Protocol is vague. But they agreed to it in order to get a consensus on the whole package of conditions and criteria contained in the new guidelines. The main difference between the “clean text” and the final new guidelines is that the former obligated ENR recipients to have an Additional Protocol and that the latter stipulate that suppliers should themselves require it.
India and NSG
The requirement in the new guidelines that ENR recipients must be NPT parties provoked claims by the Indian media that the NSG thereby defaulted on its pledge to permit India—not a party to the NPT—the “full” nuclear cooperation that the NSG accorded when it exempted India from trade restrictions in September 2008.
That version of events is wrong. The NSG’s 2008 exemption decision for India spelled out that India’s access to nuclear commerce from NSG participating governments would be subject to the terms of paragraphs 6 and 7 covering ENR. And India was informed at that time that the NSG intended to revise those paragraphs to further restrict access. The NSG’s exemption decision for India states: “Participating governments may transfer trigger list items and/or related technology to India…provided that transfers of sensitive exports remain subject to paragraphs 6 and 7 of the guidelines.”
The NSG awarded India an exemption from its trade sanctions at the request of the United States and other important supplier states, principally France and Russia. The United States in 2005 initiated the process leading to the NSG exemption when the Bush administration and India jointly agreed to negotiate a bilateral nuclear cooperation agreement.
After the NSG agreed to the new ENR guidelines, the U.S. Department of State in a statement on June 23 reiterated that it is committed to “full civilian nuclear cooperation” with India. But that doesn’t imply that the United States will provide India sensitive technology. In November 2005, then-Undersecretaries of State Nicholas Burns and Robert Joseph told the U.S. Senate Foreign Relations Committee that “full” nuclear cooperation with India did not imply the United States had committed to supply ENR. “We do not intend to provide enrichment or reprocessing technology to India,” they said.
Russia’s foreign ministry also issued a statement on the new ENR guidelines, similar to that released by the U.S. State Department, likewise underscoring that the ENR language “does not affect in any way the [NSG] decision to unfreeze peaceful nuclear cooperation with India.” Russia’s historical reluctance to export its centrifuge enrichment and reprocessing know-how suggests Moscow will not provide ENR to India. French officials prior to the conclusion of the ENR negotiations had also made clear that French industry would not transfer ENR technology to India. Thus, the United States, Russia, and France can say that the new ENR guidelines do not change their planned nuclear cooperation with India.
Under the new guidelines, India is currently barred from access to ENR from NSG members also because Indian entities are “the object of active NSG…denial notifications from more than one NSG participating government” concerning so-called “dual-use” items that could be used for either nuclear or non-nuclear purposes. Under NSG practice, the term of an “active” denial notification is two years. In addition, India would be disqualified because it doesn’t have a comprehensive safeguards agreement with the IAEA and also perhaps because its Additional Protocol is not based on the “model” protocol, as called for by the guidelines.
Last November, the United States announced that it would in principle favor having the NSG go beyond its exemption for India from trade restrictions, and welcome India as a member of the NSG. That provoked objections from a number of NSG participating governments concerned that, once India were a full member of the group, it would seek to block efforts to tighten the rules, including on ENR. Over Indian objections, many NSG participating governments were not prepared to delete or qualify the NPT requirement in the ENR guidelines. Some NSG participating governments felt strongly that, during the three years since India obtained the NSG exemption, it has so far insufficiently cooperated in implementing nuclear cooperation with nuclear suppliers.
Under current NSG practice, were India to become a member of the NSG, it would have to write the NSG guidelines—including the onerous NPT requirement for ENR transfers—into Indian law. Were India granted NSG membership, it could in the future block consensus required to take NSG decisions, but it could not on its own undo the terms of trade for ENR. An India that is a member of the NSG would not be eligible to obtain ENR.
During the NSG meeting last month, the United States launched a discussion of possible future criteria for Indian membership in the NSG. But many other NSG participating governments remain cautious and will not move forward on this unless India presents a credible argument for membership. Under President Obama it is not expected that the United States will advocate a fast-track membership for India and a few senior administration officials are skeptical that India will be accepted as a member, regardless of India’s strong desire to obtain from the group what would amount to a next-best validation of its nuclear-armed status, given that amending the NPT to include India as a nuclear weapons state is virtually impossible.
Focus on Future Suppliers
The new ENR guidelines represent a compromise. Compared to the guidelines hitherto in place, the new ones go much further than the requirements of the NPT. That will exacerbate the discourse between nuclear “haves” and “have nots” in Vienna, Geneva, and New York.
But from its inception, the NSG has not drawn its legitimacy from the NPT. The NSG was created because nuclear supplier states, in the shadow of India’s nuclear test in 1974, believed that the NPT’s provisions did not provide sufficient assurance that nuclear technology, material, and equipment would not be shared with parties seeking to develop nuclear weapons.
The nuclear smugglers who prompted Bush’s concern about sensitive nuclear trade back in 2004 were selling technology that had been stolen three decades ago by Pakistan—a country outside both the NPT and NSG—from established uranium enrichment programs in the Netherlands and Germany. These countries themselves did not export their centrifuge enrichment know-how. In practice, since the NSG guidelines went into use in 1978, countries in the group have not willingly transferred ENR technology to others with very few exceptions. Most exceptions that were made were for transfers to states already possessing such technology.
The developing world may therefore suspect that new, tighter NSG trade rules are aimed at budding “nuclear newcomers.” In fact, established supplier states are concerned that as more countries generate more nuclear electricity, the more likely it will be that sensitive fuel technology will spread, including into the hands of those who want to use it to make nuclear weapons. The success of terrorists in attacking targets in the United States on 9/11 underscored that non-state actors could become customers for nuclear weapons-related know-how.
Technologies for enrichment and reprocessing have been with us since World War II. In the coming years, some “newcomers” may on their own acquire them. The new guidelines will help these future technology holders define what “restraint” means in decisions on whether to share sensitive know-how. In parallel with the guidelines, the NSG will conduct outreach with emerging suppliers outside the group to help integrate their nuclear programs into the global nuclear export control regime.

Sinking Cargo Ship

Mumbai, Aug 4 (IANS) Indian shipping authorities ordered an inquiry into the sinking cargo ship M.V. Rak Carrier with an international crew that was struck off the Mumbai coast in the Arabian Sea Thursday morning.
The Indian Coast Guard (ICG) rescued all 30 crewmen from the Panamanian flagged ship which sent out a distress call around 8 a.m. to the Indian maritime authorities after a suspected leakage led to heavy flooding.

The DGS has also served a notice to the Panama maritime authorities, from where the vessel was registered and to the ship owners, manager and local agent under provisions of Merchant Shipping Act, 1958.
The Mumbai Port Trust and National Hydrographic Officer, Dehradun, were told to issue navigational warning about the 225 metre long ship, three-fourths of which is now sunk.
All concerned agencies like the Mumbai Collector, Maharashtra Pollution Control Board, Director-General of Lighthouse & Lightships, the two port authorities and others were informed to initiate appropriate action against the ship owners and insurers.
The ship, owned and managed by M/s. Delta Shipping Marine Services, was carrying 290 tons of fuel oil and another 50 tons of diesel. It was on a voyage from Lubuk-Tutung, Indonesia to Dahej Port, Gujarat, carrying 60,000 tons coal cargo.
The crewmen included Indonesians, Jordanians and Romanians.
The ICG and other agencies concerned with maritime safety immediately dispatched two helicopters and a smaller vessel to the sinking ship, anchored around 25 nautical miles off south Mumbai.
'Within a couple of hours, we succeeded in rescuing all the 30 crewmen, including 11 who had jumped into the sea. They have been brought ashore to Mumbai,' ICG spokesman R.V. Prasad told IANS.
A coast guard ship, Samudri Prahar, which was in the vicinity, was diverted to the disaster site to coordinate relief operations.
Now, it will remain in the areas to monitor the situation and check whether the ship could pose environmental hazards, Prasad said.
By early afternoon, the ICG and the Indian Navy rescued all the crew, 18 of whom were shifted ashore by a naval helicopter and the rest by a merchant navy ship.

Besides, dealing with principles for maintenance of health, it has also developed a wide range of therapeutic measures to combat illness. These principles of positive health and therapeutic measures relate to physical, mental, social and spiritual welfare of human beings. Thus Ayurveda becomes one of the oldest systems of health care dealing with both the preventive and curative aspects of life in a most comprehensive way and presents a close similarity to the WHO’s concept of health propounded in the modern era.
A perusal of its several classical treatises indicate presence of two schools of Physicians and Surgeons and eight specialities. These eight disciplines are generally called "Ashtanga Ayurveda" and are :-

Paediatrics(Kaumar Bhritya)
Psychiatry( Bhoot Vidya)
Otorhinolaryngology and Ophthalmology(Shalakya)

The Present Era
The political situation of the country was destined to change in favour of freedom from foreign rule. With the awakening of nationalism and movement for freedom the Indian cultural values and way of life (including health care and sickness cure systems) surfaced again. The patriotic zeal of the people, their leaders and benevolence of the rulers of princely States initiated the revival of Ayurvedic system of medicine even before the country got its freedom. In 1916, the Members of Imperial Legislative Councils pressed the Government to accept this ancient and indigenous system of Ayurveda for developing it on scientific basis and for increasing its usefulness. In 1920, the Indian National Congress demanded Government patronage for Ayurveda and Provincial Governments began to grant assistance. The State and Central Governments appointed several committees to suggest ways and means of rehabilitating this time tested system in the service of the people and promote its further growth following modern scientific parameters and methods. As a result, several States started schools and colleges for training of competent Ayurvedic practitioners with working knowledge of modern medicine. return to the top

The first Health Ministers’ Conference resolved that Ayurveda should be developed and put to use for providing medicare to the people. In due course of time this system got official recognition and became a part of the National Health network of the country. In several ways, the official health policies, national plans and programmes accorded to it the same status as enjoyed by the dominant Allopathic system. At present the system is well set to re-orient itself to modern scientific parameters. Simultaneously, it is well poised for much greater, effective utilization so as to enable the country to reach its goals of Health for all and regulate population growth. In the present situation, Medical Scientists are researching Ayurveda remedies for lifestyle related diseases, degenerative and psychosomatic disorders.

Indira Goswami died

Assamese writer Indira Goswami, after a long illness at the age of 69 died at a hospital here on Tuesday. To bring ULFA to the negotiating table, he took the initiative.
He had a concussion suffered last February. Guwahati Medical College Hospital [GMCH] R to the superintendent. Talukdar said Goswami Monday night and Tuesday morning's condition worsened after seven to 45 minutes, was declared dead.He was on life support system in a state of paralysis.

Vodafone Extend India Outsourcing Deal

IBM has signed an extended deal estimated at up to $1 billion to manage the information technology systems of Vodafone's Indian unit until 2017, the Economic Times reported on Thursday.
Vodafone Essar had agreed a five-year IT outsourcing deal with IBM in 2007.
When contacted by Reuters, a Vodafone Essar spokesman said the companies had agreed to extend the deal, but declined to give any details. A spokeswoman for IBM in India could not immediately comment.
The newspaper cited three unnamed people as saying that the companies had agreed last month to restructure the contract estimated at $800 million to $1 billion.
The paper said the five-year contract signed in 2007 was worth more than $400 million.

Scientists Supernova

California astronomers have found the closest, brightest supernova of its kind in 25 years, catching the glimmer of a tiny self-destructing star a mere 21 million light years from Earth and soon visible to amateur skywatchers.
The discovery, announced on Wednesday, was made in what was believed to be the first hours of the rare cosmic explosion using a special telescope at the Palomar Observatory near San Diego and powerful supercomputers at a government laboratory in Berkeley.
The detection so early of a supernova so near has created a worldwide stir among astronomers, who are clamouring to observe it with every telescope at their disposal, including the giant Hubble Space Telescope.
Scientists behind the discovery at the Lawrence Berkeley National Laboratory and the University of California at Berkeley say the extraordinary phenomenon -- labeled by the rather obscure designation PTF 11kly -- will likely become the most-studied supernova in history.
"It is an instant cosmic classic," said Peter Nugent, the senior scientist at UC Berkeley who first spotted it.
PTF 11kly occurred in the Pinwheel Galaxy, located in the Ursa Major constellation, better known as the Big Dipper. At a distance of roughly 21 million light years, that puts it, on a cosmic scale, practically "in our backyard," Nugent said.
By comparison, most supernova found with the 48-inch Palomar telescope are about 1 billion light years away and far too faint for the general public to see, Nugent said.
Initially detected on August 24, the PTF 11kly has literally grown brighter by the minute and was already 20 times more luminous in just one day.
It is expected to reach its peak sometime between September 9 and 12, when it will become visible to stargazers using a good pair of binoculars or small telescope.
It will appear blueish-white, just above and to the left of the last two stars in the Big Dipper handle.
"There are billions of stars in a galaxy. This supernova will outshine them all this weekend," Nugent told Reuters.
Supernovae of this type, classified as a "Type 1a" event, occur when a super-dense white dwarf star, about the size of Earth but containing somewhat more mass than our own sun, explodes like a gargantuan thermonuclear bomb.
The blast hurls matter in all directions at nearly one-tenth the speed of light -- matter that ultimately will form the building blocks of other stars and planets.
Such events, accounting for about one in five of all supernovae, are also used by scientists in measuring the expansion of the universe.
Similar supernovae are known to have occurred in the Pinwheel Galaxy at least three times before -- in 1909, 1951 and 1970. But instruments available to observe this one are far more sophisticated, and its early detection is giving scientists an unprecedented glimpse of such phenomena.
For astronomers, the royal straight flush of supernovae are those occurring in our own galaxy, which last happened in 1572 and was visible with the naked eye for months, Nugent said.
Records from antiquity indicate that an even more spectacular supernova in the Milky Way lit up the sky in 1006 A.D., Nugent said.

Streaming For Dish Customers

Blockbuster unveiled a video streaming service limited to Dish Network satellite subscribers, a move to better compete with movie rental giant Netflix and rival cable and satellite TV providers.
For non-Dish subscribers, the company plans to unveil an online streaming plan later this year, Blockbuster president Michael Kelly told Reuters in an interview.
Blockbuster, the once-dominant video store chain, is trying to rebuild its brand in an increasingly crowded market with backing by deep-pocketed parent company Dish.

The streaming push comes as Netflix has stumbled with an unpopular price increase and other missteps that have sent the company's shares tumbling 50 percent in two months.
Called Blockbuster Movie Pass, the new subscription service will start at an additional $10 a month for streaming plus movie and video game DVD rentals by mail and at the company's more than 1,500 stores.
At Netflix, mail plus streaming starts at about $16 a month.
"It's definitely not a Netflix killer, but I do think it offers a lot of value for Dish customers," said Tony Wible, an analyst with Janney Montgomery Scott who has a "sell" rating on Netflix.
Shares of Netflix gained 0.65 percent to close at $129.36 on Nasdaq. Dish shares rose 5.35 percent to $26.76, also on Nasdaq.
Movie Pass starts October 1. It will be free for one year for new Dish customers who sign up by the end of January for certain packages that cost at least $40 a month. The streaming option will carry new movie releases from Walt Disney Co and Sony provided by Starz, the cable channel operator set to pull its content from Netflix in February.
The Blockbuster streaming library is smaller than the Netflix online catalog of more than 20,000 titles. Dish will offer more than 3,000 movies for streaming to TV and more than 4,000 for computers, plus hundreds of TV shows.
Movie Pass will be "a good retention tool" for Dish, Pacific Crest Securities analyst Steve Clement said. "I don't know how compelling it will be for new" subscribers, he said.
Cable and satellite providers have been losing customers as entertainment options grow.
Adding the new package to Dish satellite TV service, which has about 14 million subscribers, offers consumers a broad menu of entertainment options by mail, television, streaming or in-store, Dish Network CEO Joe Clayton said.
"Hulu is very good at doing TV shows. Netflix is good at movies. No one is doing all of the above like we are doing," Clayton said at a news conference in San Francisco.
In response to the Blockbuster news, Netflix noted it offered streaming without requiring a satellite subscription.
"We still offer this amazing value without a cover charge," Netflix spokesman Steve Swasey said.
Last week, Netflix cut its subscriber forecast by 1 million, saying it expects to end the third quarter with 24 million subscribers as it faces cancellations from price increases. The last time Netflix reported a subscriber decline was the second quarter of 2007 when Blockbuster was aggressively pushing a DVD rental package called Total Access.
Blockbuster said it picked up 500,000 new subscribers, a combination of paying and free-trial customers, in the past 30 days. The company does not disclose its total subscribers.
"The biggest negative for Netflix in the addition of new competitors isn't that they are going to steal away subscribers, it's that it potentially increases the cost of buying content," Piper Jaffray analyst Michael Olson said.

A Saudi woman, who was sentenced to 10 lashes for defying the kingdom's prohibition on women driving, has been spared the punishment after King Abdullah intervened.
On Tuesday, Shaima Justaneyah was found guilty in Jeddah of driving without government permission. Her case caused worldwide outrage, Daily Mail reported.
But due to King Abdullah's intervention Wednesday, the woman got reprieve from likely public flogging against the religious edict.
Justaneyah had earlier told Arab News: 'I cannot think straight because of what I have had to go through.'
Saudi Arabia is the only country that bans women - including foreigners - from driving. Families are expected to employ drivers, or rely on male relatives to drive them around.
Earlier this week, King Abdullah, 87, announced that women would be given the right to vote for the first time and run in the country's 2015 local elections.

New Apple iPhone fail

Apple Inc's newest iPhone left Wall Street and fans wishing for more than a souped-up version of last year's device, at a time when rival smartphone makers are nipping at its heels.
At his first major product launch since being crowned CEO, Tim Cook ceded the critical iPhone presentation to another executive, and failed to generate the same level of excitement and buzz that predecessor Steve Jobs was famous for.
The new iPhone 4S is identical in form to the previous model, disappointing fans who had hoped for a thinner, bigger-screened design. Apple's shares fell as much as 5 percent, before recovering with the broader market to close down 0.6 percent.
But analysts say the new device sported some new features, such as voice commands, to draw in consumers and is still going to be a big draw this holiday season, particularly as the phone is now available on Sprint's network in addition to AT&T and Verizon Wireless.
It remains to be seen whether the iPhone 4S can stem market share gains by phones running Google Inc's Android software. Samsung Electronics, notably, is growing global shipments several times faster than Apple and is now estimated at within a hair's breadth of catching up in worldwide market share.
"It's been 16 months and all you've got is an A5 processor in the existing iPhone 4," BGC Partners' analyst Colin Gillis said of the new Apple phone. "It's a mild disappointment, but they're still going to be selling millions of units."
The iPhone 4S's voice commands -- for sending messages, searching for stock prices and other applications -- caught the attention of several analysts who argued it could profoundly change the user experience.
Known as "Siri", the technology already exists on Android but experts say Apple's integration was more fluid -- a hallmark of the company.
Whether such high-tech wizardry is enough to make the iPhone 4S a must-have in consumers' eyes and set it apart from the competition, remains to be seen.
"It's not clear that Siri is sufficient to make or break a purchase decision," said John Jackson, an analyst at CCS Insight. "It's a better mousetrap. History tells us users don't use this technology in great numbers."
INTENSIFYING COMPETITION
While the iPhone 4S sports many of the features leaked in tech blogs before Tuesday, it lacked the "wow" factor that some were hoping for to sustain the popularity of the brand.
In some ways, Apple may have been a victim of past success. Product launches by Jobs, now chairman, had been some of the hottest events on the tech calendar.
The iPhone, which accounts for more than 40 percent of Apple's sales, has been a success since it came out in 2007, making Apple one of the world's top electronics companies.
Cook said Apple has made significant inroads into the corporate market, with more than 90 percent of Fortune 500 companies testing or using its iPhones and iPads. The news sent shares of BlackBerry maker RIM down nearly 3 percent at one point. Google shares finished 1.3 percent higher.
The iPhone 4S will cost $199 with pre-orders starting Oct. 7. Apple also cut the price of the older iPhone 4 to $99, and said an even older "3GS" model will be available for free to customers who sign a long-term contract.
That could help Apple expand into developing markets such as Asia, Samsung's backyard. And it might allow Apple to take a bite out of a low-end market it had eschewed.
"Apple is hitting Nokia when it's vulnerable. How many billions of people in emerging markets would love to have an iPhone? These are a growing demographic," said YCMNet Advisors CEO Michael Yoshikami.
Tuesday's iPhone event took place at Apple Central -- the same venue where the iPod was introduced years ago -- versus the larger, splashier venues of more recent choice, such as downtown San Francisco's Moscone center.
The event, though as usual choreographed to a tee, lacked the oomph and pizazz of Apple events in years past and sorely missed the star power that Jobs brought to the unveilings.
Heading into the event, many on Wall Street had questioned Cook's ability to lead the company as Jobs had. In terms of stage presence, Jobs was a tough act to follow.
While it did little to alleviate concerns about whether the company would stay a creative force to be reckoned with without its founder and visionary at the helm, analysts say Tuesday's proceedings hinted at Apple's new team-based approach.
"What he did is let the team shine through," said Forrester Research analyst Frank Gillett. "What we may see is a somewhat different style, and frankly a healthy style that says: Look, this is a team that works together, there's a deep bench, it's not just one person."
Twitter users were not impressed with the phone, though.
"Please note I will be selling some 'S' stickers for $0.99 so iPhone 4 owners have a cheaper upgrade option," wrote HAL9000 on Twitter.
Tomlinsonr tweeted, "I'll have a double helping of 'meh' with a side of 'whatever'."
The latest version of the iPhone comes as the economy slows and competition intensifies. People activate more than 550,000 Android-based devices -- including tablets -- each day.
Nielsen data shows the iPhone was No. 2 in the United States with a 28 percent market share, with Android at 43 percent.
Globally, iPhone shipments rose 9.1 percent in the second quarter while Nokia's plummeted more than 30 percent, handing the top spot to Apple with a market share of 18.4 percent, according to IHS iSuppli. Samsung, whose shipments grew faster, is coming on strong with a market share of 17.8 percent.
Despite disappointment online, analysts said the phone is superior to many rival offerings.
"Voice recognition has been on Google and Blackberry devices for years, but Apple will make it much more usable," said Morgan Keegan analyst Tavis McCourt.

World's Oldest Car

The car seats four people back-to-back (dos-a-dos in French). It has no steering wheel – just a tiller that looks like the handle of a shovel. There’s a water tank under the seats that propels the steam-powered engine, and it gets about half a mile per gallon.
It ran in the first automobile race in 1887, clocking a top speed of 37 mph, according to the auction house. It didn’t win.
“For 1884, for any car to be this complete is amazing,” said Alain Squindo, the editor in chief of catalogs at RM Auctions, which will sell the car on the afternoon of Oct. 7 in Hershey, Penn.
Squindo said that in the years since it was built, the car has had only four owners — one of them a family that kept it for 81 years — who made a point of keeping it in working order. Of late the car has belonged to a wealthy collector in Texas, who kept it under climate-controlled conditions.
“There are other cars — and I use the term loosely — that may be older, but this is the oldest that still works,” said Squindo.
It ’s easy to call this a one-of-a-kind car; it came well before Henry Ford’s adoption of the assembly line, which made automobiles popular and affordable.

Twins Turn 50

The world's oldest living conjoined twins have defied doctors' predictions and are set to celebrate their 50th birthday this Sunday.
George and Lori Schappell, who are joined at the head, are marking the landmark birthday with a trip to London.
Remarkably, the Siamese twins are able to live very different and separate lives, with Lori having had relationships and George - who was originally named Dori - deciding to live life as a man.
Lori is also a champion ten-pin bowler and George performs as a country and western singer.
"When we were born, the doctors didn't think we'd make 30, but we proved them wrong," the Daily Mail quoted Lori as saying.
"We have learned so much in the last 50 years and will continue living life to the full," she added.
While Lori, who is 5ft 1in, was born able-bodied, 4ft 4in George suffers from spina bifida, which has caused severe mobility problems.
The twins, from Pennsylvania in America, were born sharing 30 per cent of their frontal lobe brain tissue and critical blood vessels, meaning they cannot be separated.

DEFUNCT NASA ROCKET

NASA will work with developers of a proposed new commercial rocket, made in part from its now defunct Ares 1 crew launcher, which could eventually move crews and supplies to the International Space Station, officials said on Tuesday.
The rocket also would include the core stage of Europe's Ariane 5 booster.
The agreement with Alliant Techsystems Inc and its European partner Astrium, an EADS company, is for technical support services from NASA, not money. Alliant intends to eventually offer its Liberty rocket for sale to fly crews to the space station.
The rocket also will be sold for satellite launches and station cargo resupply missions, said Kent Rominger, a former astronaut who now manages the Liberty Launch System program for Alliant.
"We are absolutely looking at all the markets for Liberty," he said.
The rocket consists of a space shuttle-derived solid fuel booster, originally called Ares 1, developed under NASA's now-canceled Constellation moon exploration program.
Alliant competed for NASA funding to develop the commercial version of its Ares 1, renamed Liberty and featuring an upper-stage motor provided by Astrium. Both rockets have long and successful histories of space flight, which Rominger says gives Liberty a leg up in price and safety over competing systems.
The U.S. space agency, however, instead chose to award contracts worth a total of $269 million to Boeing Co, Space Exploration Technologies, Sierra Nevada Corp, and Blue Origin to work on spaceship technologies, not launch vehicles.
NASA's evaluation of the Liberty rocket is expected to last about nine months.
The rocket is designed to carry about 44,000 pounds (19,958 kg) to an orbit a few hundred miles (km) above Earth, such as where the space station flies. NASA hopes to turn over crew ferry flights to a commercial provider by about 2015.
The Obama administration is seeking to help industry develop space taxis that can ferry astronauts to and from the space station, a service now solely provided by Russia at a cost of more than $50 million per person.

Cambodian baby

An 18-month-old Cambodian boy who has suckled milk directly from a cow daily for more than a month is in fine health, the child's grandfather said on Sunday.
The boy, Tha Sophat, made international headlines after his grandfather revealed he had been feeding himself directly from a cow since July when a storm destroyed his home storm and his parents left for Thailand to find work.
After he stopped breast-feeding from his mother, the boy became ill, said the 46-year-old grandfather.
The boy watched a calf nurse from its mother, and began to do the same thing, feeding direcly from the cow each day, Um Oeung added. When the grandfather pulled him away, the boy cried, so he let him continue, Um Oeung told Reuters.
Neighbours and local officials in the village of Pheas in Siem Reap province, about 315 km (195 miles) from the capital Phnom Penh, say they are not happy about the nursing.
"They blame me and have told me not to allow him to suckle from the cow anymore. They say the boy will be ashamed when he grows up and that he will be naughty," he said.

Youngest Female Sarpanch

It's a story that's actually many stories.
A village named Soda didn't have water. So the young sarpanch, Chhavi Rajawat (incidentally a young, female MBA graduate) got inquisitive about the funds allocated to the village. Since more had been spent than allocated, she raised funds on her own.
Money came from family and friends - 20 lakh rupees wasn't enough for the Rs 3.5 crore that the reservoir needed.
So Chhavi Rajawat got more even inquisitive about the funds sanctioned to her village. Files at the district headquarters in Tonk revealed a calculation error. Chavi decided to get proactive about the lack of transparency and accountability. Soda thus became India's first IT-enabled village, after tying up with a German software vendor to set up an internet and intranet portal. along with a technology education lab.
The portal allows Soda's 10,000 strong population 24x7 access to the funds sanctioned for the village.
There's also online postings of birth and death certificates, besides posting land records online.
"A fire in Tonk had destroyed land records of many villages," says Rajawat. "This ERP (enterprise resource planning) application will have an electronic database, and store all land records in servers."
Rajawat recently represented India at a recent UN poverty summit.

"Most youth in the village are unemployed, as they don't have higher education due to absence of a college. We want to change that with e-education," says she.
There's even a website, www.soda-india.in where Chavi posts info about funds allocated for projects such as a village bank, community centre for weddings and cataract surgery for the needy.
Theres even plans to link Soda's portal with the state government's websites.This will make Soda the first fully computerized Panchayat in India. While there has been a sanction by the Central government (Rs 4,500 crore) for the e-panchayat project, matters of fund allocation and project monitoring are not clearly mentioned.

Data Storage Firm BlueArc

Hitachi Ltd <6501.T> said on Thursday it has bought struggling California-based network storage company BlueArc Corp in an all-cash transaction after a five-year OEM partnership, in the latest such move to take advantage of the yen's strength.
Hitachi did not reveal the cost of the acquisition, but Japan's Asahi newspaper said it was about $500-600 million.
The yen hit a record high 75.94 yen to the dollar last month, compared with about 85 yen a year ago, making overseas acquisitions cheaper for Japanese firms. On Thursday it traded around 77.40 yen.
Last month Asahi Group Holdings <2502.T> said it was acquiring New Zealand beverage group Independent Liquor for $1.3 billion.
"Bringing BlueArc into the Hitachi family will enable us to better serve customers with more tightly integrated technologies, broader capabilities and deeper expertise globally," Hitachi Data Systems chief executive Jack Domme said in a news release posted on the company's website.
Hitachi's move comes after BlueArc filed with U.S. regulators in June for an initial public offering to raise up to $100 million, saying in its regulatory filing it had been posting losses since 2003 and expected to continue to do so.
Wells Fargo Securities was the exclusive financial adviser to Hitachi Data Systems in the buyout, while BofA Merrill Lynch acted as financial adviser and Credit Suisse as a co-adviser to BlueArc, Hitachi said on its website.
Shares in Hitachi were up 0.5 percent at 395 yen in early afternoon trade, while the benchmark Nikkei Average <.N225> was up 0.3 percent.

Blast Victims

Prime Minister Manmohan Singh Wednesday night drove straight to Ram Manohar Lohia Hospital from the airport on his return to New Delhi from Dhaka and met those injured in the bomb blast outside the Delhi High Court that killed 11 people and left at least 76 wounded.
He wished speedy recovery to all the injured in the blast and made inquiries from doctors about their condition. Nearly 50 of the injured are in the RML hospital.
Sources said that the prime minister stayed at the hospital for nearly half-an-hour. Health Minister Ghulam Nabi Azad briefed him about the arrangements made to provide medical attention to the injured.
Earlier, in his interaction with journalists on board special aircraft on his way back from Dhaka, the prime minister said there were 'some leads' to the blast but it was too early to say which group was behind the bombing.
He said there were 'weaknesses' in the security system that needed to be plugged.

Double Revenues

Global electronics major Hitachi said it aims to double its revenues from India and is keen to acquire other firms to expand its market share.
It also plans to re-position its India operations with an independent management.
'Mergers and acquisitions would play a key role in rapid expansion of the company's market share,' the company said in a statement.
According to the company, it expects to grow its revenue from current Rs.5,400 crore to Rs.12,000 crore in the coming years.

'In the coming few years, we expect to increase revenues of Hitachi India to around Rs.12,000 crore (Yen 200 billion) as compared to Rs.5,400 crore (Yen 90 billion) for the last fiscal,' said Ichiro Iino, managing director, Hitachi India.
Last fiscal, Hitachi's consolidated global revenues were Rs.5,60,000 crore of which India contributed merely 1 percent.
The statement further said that the company's India operations have been re-positioned with an independent management.
'India, which was a part of Hitachi Asia, has been re-positioned as an independent management area and Hitachi India,' the statement added.
India will be the only fifth stand-alone Hitachi company after China, Southeast Asia, Europe and the Americas, to have an independent management outside of Japan.
